I have been playing Hulk a little different than what I am seeing posted currently. The deck focuses more on the draw engine that is Banner's Influence. This gives Hulk less risk to being beat up with an Even the Odds or Doctor Strange.
The List Hulk
The Dudes Iceman x4 Namor x3 Black Panther x4 Deadpool x4 Sabretooth x4 Wolverine x4 Iron Man x4 Dr. Strange x1 Quasar x2 Magneto x1
Plot Twists Think Again x4 Earth's Mightiest Heroes x4 Find Cover x4 Uncanny Defense x3
Locations Avengers Mansion x4 Academy x4 Fortress x4 Knowhere x2
How this stuff works...
The key is obviously getting Hulk leveled up. After that All the power in this deck is designed to draw cards...a lot of them. You should never leave your turn with counters still on Hulk. This allows you to draw into the defensive plot twists and make your opponent never know what attack is good.
I would also caution ever to attack while he has his counters on. There are too many decks running around with Even the Odds. It is not worth stunning a character and losing out on drawing 4-5 cards. Only use Hulk with counters to attack when you are 100% sure that you are 100% sure your opponent does not have this card in his deck at all. You also do not pass with counters on Hulk because Dr. Strange happens...and again you lose out on significant card draw.
There are two match ups that concern me. Thanos and Prof X both seem to have some game in theory. This is where Quasar comes in. Against Thanos lock out a color that is only present once in the resource row to try to avoid an Infinity Gauntlet hit. For Prof X take out the access to Yellow. That is the best counter I can come up with at the moment.
Smart players will most likely not give you many opportunities to stun the Hulk. This is where your supporting cast of Vs All Stars come in. Let Sabretooth, Wolverine and Magneto do some work.
In a current environment that is devoid of draw effects this deck kicks that right square in the teeth. Seeing 4-5 extra cards per turn is pretty amazing.
This deck is Banner approved. Hulk thinks it's puny though.

Only problem with this strategy is that "Banner's Influence" is a build phase power. With Hulk you have to use "Smash" to set up "Banner's Influence". However if you can keep Hulk protected and draw 4-5 cards the next turn should set you up pretty nicely to win. Dr. Strange and Even the Odds are the more threatening cards to this deck so Id rather run Ronan over Quasar. Quasar is only mildly decent against Thanos while Ronan can be fairly good against any deck.

(Not sure if that's good or bad for you sterling! Lol) I agree with everything he said. I like doc oc and beast with mr banner. The draw is STUPID! I like your build sir. I like it a lot.

Holy crap RTFC. Apply to protecting Hulk and drawing crap tons... Ronan is not that great against Thanos. I also do not like him stealing yellow power from Hulk. He is greedy in this deck in that way I am also not too sure if he would take a spot away from either of the 2 drops that are currently in the deck. Quasar has a solid body with flight that can keep opponents off super powers, or specifically Gauntlet power.

When playing 4x Iron Man I dont mind spending a few locations early game. By the time Hulk needs to be using the yellow I have either drawn into more or Iron Man. Im also running Mantis and Nick Fury so its not unusual to have 6 resources before Hulk is leveled. She might be good against other super powers but I didnt find her good enough against Gauntlet. Thats just my experience though. Quasar is still a pretty good 6 drop but I also find both Iron Man and Magneto to be better and would prefer to draw them over her in most games.

I really like Dr. octopus and Beast in Hulk. I enjoy playing Hulk as less of a ramp deck and more of a control deck.
